Councill Tax Offices
Council tax is a local government tax collected to help meet the cost of local services. It commenced 1 April 1993 replacing community charge/poll tax. The revenue raised is added to funding supplied by central government to pay for services such as schools, roads, street lighting, libraries, rubbish collection, etc and services provided by the Police and the Fire Brigade.
The law which governs council tax is laid down in the Local Government Finance Act 1992 and its subsequent regulations.
Council tax is payable on all domestic properties – houses, bungalows, flats, maisonettes, mobile homes and houseboats. The Valuation Office Agency of the Inland Revenue gives each property a ‘band’ depending on its market value as at 1 April 1991. Southampton City Council then sets the charge for each band when the yearly budgets are set.
Council tax bills are issued to all properties prior to the start of each new financial year to cover the period 1 April to 31 March with an option to pay the annual charge over 10 monthly instalments. New occupiers are billed throughout the year.
Discounts and exemptions may apply according to the number of occupants and the circumstances of the household. Council tax benefit can be claimed by people who are on a low income to help pay the bill.

Southampton City Council Housing Benefit
Housing benefit is a national welfare benefit, which helps people on a low income pay their rent.
Housing benefit is a means tested benefit, which means that when we work out your benefit we have to take into account your income, savings and investments. The composition of your household is also taken into account.
Local councils run the housing benefit scheme using Government rules.
You can get housing benefit (sometimes called rent rebate or rent allowance) if you rent your home from the council, from a housing association (sometimes called a registered social landlord) or from a private landlord.
Housing benefit can only be paid on the actual rent that is charged. Some service charges, such as shared cleaning or gardening, can also be paid, but personal services, such as a separate garage or washing cannot.
However, if you qualify for housing benefit under the Local housing allowance scheme personal services, such as washing, water rates and heating are taken into account in the calculation of entitlement.

Southampton Councill Benefits Service
The benefit service is responsible for the administration and payment of housing benefit for local authority and housing association tenants, local housing allowance for private tenants, and for council tax benefit. In addition, using the information provided, our benefit officers are able to advise whether there is a potential entitlement to other state benefits.
The service is based in the city centre, working with other departments and agencies to ensure maximum take up of benefits.
